Dr. Noah Johnson

Dr. Johnson is a data scientist with deep experience in public-sector analytics, program evaluation, and data modernization. While working on his PhD in policy analysis, he realized that a policy alone is not enough to improve outcomes—data about the policy need to be available for evaluation and institutions need to refine their implementation through thoughtful iteration.

Professionally, Noah has a passion for problem solving. In sectors spanning national security to higher education, he has investigated complex problems that required navigating large, messy datasets to produce actionable insights. Problem-solving takes many forms: Noah has modernized data systems, automated formerly labor-intensive tasks, transitioned analytics platforms, developed dashboards, and created evaluation frameworks for multi-billion-dollar programs.

Despite his academic background in family policy, Dr. Johnson’s current focus is discipline agnostic: his interest is in applying a robust analytic toolkit to solving new and challenging problems. This has led to him writing reports on topics from economic development in North Korea to investing in the STEM workforce.

Greg Barbieri

Gregory Barbieri is a data scientist and economist with over a decade of experience building analytics tools and modernizing data systems, working at the local and federal government levels. He has led complex projects across government survey programs, including efforts to rebuild national sampling frames, redesign data pipelines, and apply machine learning for entity resolution. Greg specializes in developing full-stack data science solutions that span from data engineering and automation to statistical modeling and dashboard delivery. He is also an experienced mentor and team leader who has taught data science at Georgetown and managed Agile teams. His work has consistently reduced costs, improved data quality, and accelerated decision-making across large-scale systems.
